Citizens Expose "Harm Reduction" Or Free Needle Progam In Clark County Is Not Working
On Wednesday, Dr. Melnick and staff presented information on the Harm Reduction Syringe Center in hopes to wave off recent criticism and garner more support. But what was exposed is that the program is failing to do that which underpins the whole effort, reduce Hep C & HIV in the community.
Because of Councilor Belkot's excellent questioning, the public learned the truth that HIV and Hep C testing wasn't happening in the last couple of years and they only just started testing for HIV this last month, after criticism of this program from February's last BOH meeting.
Clearly, the HIV/STI moniker that was put on the slide presentation was just a cover for the truth that Clark County doesn't have a needle exchange program but in the name of "harm reduction" has a needle distribution program.
OVER 600,000 NEEDLES WERE HANDED OUT IN ONE YEAR ALONE BUT ONLY 300,000 WERE TURNED IN
Also, it was exposed that the studies that they rely on to support these efforts are severely outdated and limited. One main study that they tout was based on one location in Seattle with data from the 1990s. But this is a common tactic for Melnick and others, cherrypicking studies to make generalized claims to justify the policy. Even Councilor Yung pointed out the outdated studies and how this program is outdated considering our current fentanyl crisis.
But the biggest failure exposed was that preventing diseases like Hep C, which is said to be the main justification for needle programs, is not happening in Clark County. The staff reported that the case rate in Clark County for Hep C is almost DOUBLE of the State's reported rate. Clark County has 2.7 per 100,000, while the state rate was 1.6 per 100,000. Obviously, the free needle program is not working.
A group of citizens gave comments that exposed how the research and studies that cite the benefits are woefully outdated and limited. Some of my comments included:
"the “Harm Reduction” approach which is akin to a driver checking to make sure their child is seat belted before they drive over a cliff.
Harm reduction is a strategy that has failed and all the cities that have seen a sharp increase in drugs and crime and homelessness like Vancouver, BC, San Francisco, Seattle, and Portland are all adopted “Harm Reduction” strategies… how’s that going for them?
I also shared that several of the leaders from the 1980s that pioneered the myth of Harm Reduction were cultural Marxists and this is nothing but a strategy to further degrade our communities to throw them into chaos with more homelessness, drugs, and crime. Marxism needs chaos for the dialectical struggles needed for cultural revolution. When communities are comfortable marxism dies.

HAVA COMPLAINT UPDATE: Secretary of State's Office Is Stalling
As many might know, I filed a HAVA (Help America Vote Act) complaint that Clark County is conducting elections outside of Federal standards. That complaint, along with many others, was wrongfully dismissed by the Deputy Secretary of State. As a result, I filed a Petition of Review with the Clark County Superior Court to which the SOS office has still not filed a response. As a result, I'm going to need to file another motion (another $240) to request a hearing, force the SOS office to respond, and ask for a default judgment.
Meantime, Attorney General Ferguson filed a notice of appearance, which means he wants to be informed of all decisions and court motions. He's not happy the plebs are pushing back.
It's important that we have election integrity and voting systems that are accurate and reliable. As a result of the ballot counting errors discovered in the November 2022 recounts, the current voting system in Clark County is wildly incompliant and this complaint needs to move forward to expose and correct the problems.
