The Skamania Report: Now One of Clark County’s Great Mysteries

Move over, Bigfoot.


Clark County now has a new unsolved mystery:


Where in the world is the Skamania Report?


This is the investigative report completed in November 2025 after a Skamania County detective examined potential criminal violations tied to the removal of Councilor Michelle Belkot — just as she was set to cast a decisive vote on Light Rail funding.


After a several-month investigation that also had to navigate the fact that Councilors Marshall, Jung, Fuentes, and Little, along with County Manager Otto, never fulfilled requests for interviews, the detective concluded that multiple violations of the County Charter and RCWs occurred, including OPMA violations and evidence that the decision to remove Belkot happened before the open meeting on March 12, 2025 — the day after Sue Marshall successfully tabled what could have been a disastrous vote against Light Rail funding.


But on November 6, 2025, the report was finally released and the Prosecuting Attorney publicly stated to Clark County Today reporter Paul Valencia that his office had received the report.

He publicly declared a conflict of interest.

He publicly said it would be sent to an outside agency for review.


Sounds straightforward.

imageThe "Unity Resolution" Is A Backdoor DEI Policy Move

Last Wednesday, Councilors Sue Marshall and Wil Fuentes brought forward what they called a “Unity” resolution. On the surface, it condemns political violence and calls for civility — this being the third such resolution in just a few months.


Sounds harmless.


But when you look closer, it’s something very different.


The resolution incorporates “Equity” and “Inclusion” language rooted in the same DEI framework that voters rejected — twice — in prior Charter amendment votes. When voters say no, and the same philosophy reappears through a resolution instead, that raises serious questions about respect for the ballot box.


Thanks to questions from Councilor Michelle Belkot, we learned more about who helped shape this so-called unity resolution — which led me to dig into the Southwest Washington Equity Coalition.


What I found was eye-opening.


The group’s publicly stated mission includes language about “dismantling structural white supremacy,” “morphing or dismantling oppressive systems,” and advancing “mutual liberation.” They promote concepts like “targeted universalism” and “liberatory practices” — terminology drawn from neo-Marxism, modern critical theory frameworks.


This isn’t simply about civility. It reflects a specific ideological model for reshaping institutions. An ideology that isn't looking for mere tolerance but wants your complete surrender.


And much of this organization’s funding — based on available financial disclosures — comes from government sources, including the City of Vancouver and Clark County departments, so, the taxpayers are paying for organizations like SWEC that work to dismantle anything that they label as oppressive.


Resolutions are often dismissed as symbolic. But they matter. They signal direction. They lay groundwork. They justify future action.


This resolution passed 3–2 — Marshall, Fuentes, and Glen Yung in support — with Yung once again casting the deciding vote.
