LAWSUIT UPDATE


On Tuesday, October 6, Attorneys of Razzano, Walsh, and Torres, P.C. filed a lawsuit on behalf of Government of Guam employees who did not receive double pay during the emergency period. The press release on the lawsuit can be found here.




GDOE HIGH SCHOOL START TIMES


GDOE is has decided to let school communities vote on schedules for high schools during virtual instruction. Teachers should have received a survey this week via their GDOE email. If you did not receive one, please contact your leadership team.




FERPA: UNINTENTIONAL VIOLATION


Distance learning is new to educators and students. Things in K-12 are done differently now and that can lead to unintentional violations of the Family Education Rights and Privacy Act. Be sure you are aware of FERPA in order to avoid a violation.


  • Avoid revealing the identity and education records of students beyond those that have a legitimate need to know such as parents, counselors and certain other authorized employees.
  • Want to throw away old student records? Don’t just put them in trash cans—shred them first.
  • Carefully screening on-line vendors to make sure they are FERPA compliant. Among the questions teachers should ask are how the vendor gives parents and students access to records, and how it prevents unauthorized people from accessing those records.
  • Beware of online vendors of free apps and websites that offer free services. Those services might appear free on the surface, but the vendors could be “getting paid in education records,” or mining data to sell to third-parties.
  • DOE has a duty to be certain that electronic data generated by online teaching and learning belongs to the school, not to the vendor, and that the vendor’s responsibility is to process it for the benefit of the school and its students, and not for the vendor’s own benefit. Teachers can be safe by limiting on-line activity to district approved websites, apps and software. 


Parents own the FERPA rights of their child until the child turns 18. Do not deny parents and students access to their education records. Email is considered an acceptable and safe way of sharing sensitive information. When in doubt, get written permission from an authorized parent. 




GEB CANDIDATE CONTACT INFORMATION


GFT's COPE (Committee on Political Action) is looking to reach out to candidates running to serve on the Guam Education Board. COPE would like to send them a list of questions with the intention of deciding if there is a candidate to endorse based on how their ideals will best support GFT. We are asking if you know any of those candidates to please ask them to email us at membership@gftunion.com so that we can distribute that questionnaire.

GFT OFFICE TO REOPEN FOR APPOINTMENTS ONLY


Beginning Monday, October 5, the GFT staff will be back in the office at 25% capacity. Should any member or prospective member need assistance, please call the office at 735-4390 to schedule an appointment. Entry into the building is only permitted if you have an appointment. While membership cards are in, delivery and distribution has been delayed due to COVID and the island's return to PCOR1. Once the lockdown has been lifted and our office is reopened to members, we will resume distributing membership cards to Stewards and members. We appreciate your patience and your understanding. For the time being, your existing membership card is still valid.
