The Pan-Euro-Med (PEM) rules set the standards for where a product originates from across Europe, the Mediterranean, and nearby regions, determining whether it qualifies for reduced or zero customs duties.

Companies within the PEM zone can benefit directly—they can combine materials from different member countries and still claim preferential treatment.

Since 1 January 2025, revised rules of origin (“Revised Rules”) have applied across the PEM zone.

Compliance is optional this year, but from 1 January 2026, these rules become mandatory.

They bring higher tolerance limits, removal of draw-back restrictions for many products, simpler list requirements, and new flexibility in calculations using averages.

Cumulative documentation is easier, and the legal framework for electronic EUR.1 certificates is now established.
