When I am speaking with student, they are often waiting to polish and perfect their resume before applying. Yes there are times when it makes sense to spend more time and creating a better resume. But don't get stuck in this one step. If you are too worried, make it parallel. Start applying with the current version of your resume while you work on making it better.
