I. WHAT YOU MUST KNOW

USA: Global: 10% Tariff Escalation

Following a Supreme Court ruling that restricted specific tariff tools, the administration has pivoted to alternative statutes to raise the global baseline tariff to 10% . This shift represents an aggressive escalation in trade policy that immediately alters the cost architecture for all US imports. We discussed this in The Customs Watch USA, Edition 8, Week 09/2026 because it signals a move from policy nuance to raw economic power.

EU: US Trade Deal - Parliament Pauses Work

The European Parliament INTA leadership has paused legislative work on two Turnberry trade files following the US IEEPA ruling. There is a high probability that Section 122 tariffs could push EU import rates above the agreed 15% cap, creating immediate legal and pricing uncertainty. We discussed this in The Customs Watch EU, Edition 08, Week 09/2026 because it threatens the predictability of transatlantic contract assumptions.

UK: Sevington - Real Time Truck Updates

APHA has launched a “Where’s my truck” email route to provide real-time progress updates for vehicles held at the Sevington BCP. Access requires a specific validation pack including VRN, TRN, CHED, and CDS numbers; missing any field results in zero intel. We discussed this in The Customs Watch UK, Edition 8, Week 09/2026 because it replaces informal chasing with a mandatory, high-precision communication protocol.

Sanctions: EU – Russia: 20th Sanctions Package Stalled

The Foreign Affairs Council failed to reach agreement on the 20th Russia sanctions package on 23 February 2026, though enforcement pressure on shadow fleets is intensifying. While the package is delayed, the EU is moving ahead with parallel tools to limit Russian diplomatic missions and reinforce counter-FIMI measures. We discussed this in The Export Control & Sanctions Watch, Edition 08-2026, Week 09-2025 because delayed adoption does not signal de-escalation, but rather a "pressure cooker" for fast-track implementation later.

II. HOW TO REDUCE YOUR RISK

USA: Global: 10% Tariff Escalation

  • What It Means: The pivot to Section 122 and alternative statutes means the US baseline tariff is rising to 15%, threatening all import margins.
  • Who Is Impacted: Procurement and Finance Directors; unmodeled 5% duty hikes on top of existing rates can instantly flip profitable SKUs into losses.
  • What You Can Do: Conduct an immediate landed-cost stress test at the 15% rate and review HTS classifications for potential Section 301 exclusions.
  • What to Watch Out For: Expect a wave of aggressive Section 301 investigations targeting pharma, digital trade, and industrial overcapacity to follow this baseline hike.

III. HOW TO KEEP MORE OF YOUR MONEY

EU: Mercosur - Provisional Application Active

  • What It Means: Argentina and Uruguay have ratified the EU-Mercosur deal, triggering "Provisional Application" and cutting billions in tariffs.
  • Who Is Impacted: International Sales and Sourcing; this gives EU firms a first-mover advantage in a market of 720 million people.
  • What You Can Do: Audit your South American supply chains immediately to identify products eligible for immediate duty-free or reduced-rate access.
  • What to Watch Out For: Watch for Brazil and Paraguay to follow suit soon; early movers will capture market share before competition saturates the area.

V. TRADE DOCUMENT OF THE WEEK

Every week, we are pulling one high-value asset from your Knowledge Hub, our searchable repository that PRO subscribers bookmark and return to for documents that are difficult to find easily elsewhere.

This week, we have selected our PRO Report: "U.S. Supreme Court Ruling &

15% Section 122 Tariffs". On February 20, 2026, the landscape of U.S. trade policy was fundamentally rewritten in a single afternoon. A landmark 6-3 Supreme Court ruling in Learning Resources, Inc. v. Trump stripped the

President of the authority to impose taxes via broad emergency declarations under the International Emergency Economic Powers Act (IEEPA). This decision did more than just change the law; it rendered an estimated $160 billion to $175 billion in previously collected duties illegal, triggering an unprecedented "refund crisis" for thousands of American importers.+.
