Levy to help reduce high street business rates
From 2026, universities and further education colleges could be forced to pay a government levy under plans to subsidise business rates bills for high street businesses. According to analysis from Altus Group, the levy is ill thought out and will result in an additional 15,278 non-domestic properties paying higher rates rather than online retail giants. The plan to address the tax burden imbalance between online retailers and high street firms was announced in the Budget.

Plans for local government reorganisation
The Government is planning to abolish dozens of councils in the biggest overhaul of local government in more than 50 years. The Government believes that two-tier local government structures are inefficient and that district councils build up cash reserves rather than spending the money on improving public services. Two-tier systems will be replaced with larger unitary authorities. A white paper on English devolution is expected to be published before the end of the year.
