What did partner's 3♠ response to my 1NT opening mean?

Hi bridge friends,

I played this hand and ran into confusion. Or should I say more confusion than usual?

I opened 1NT and partner responded 3♠. Thinking we had enough strength for game and a spade fit, I took it as good reason to bid to 4♠. As I was playing online I took over partner's hand when we won the contract, - I saw he only have one spade!

What did partner's 3♠ response mean? I was lucky to have Adam Parrish help clarify what happened.

Also... looks like my 1NT opening opening wasn't the best choice. How would you bid this hand?
